How can i change the way coupons applies in woocommerce

in woo-commerce coupons have 2 restriction:

minimum value and maximum value

if cart total value was lower than minimum or more than maximum, coupon will not apply

now i want to apply coupon if it is more than maximum and only add discount to first part of total cart cost that is equal to maximum value.

for example if maximum value is 100$ and coupon has 10% discount on cart and cart has 200$, after applying coupon cart cost will be 190$, not 180$

where can i change applying coupon method to do this?
